Impact of externally funded projects on women empowerment, poverty and climate change adaptability of vulnerable coastal communities: A comparative study on India and Tanzania

UNFCC's Adaptation Fund Board (AFB) is helping poor developing countries to adapt to climate change by financing adaptation projects globally, but net impacts on beneficiaries are never compared. This study will evaluate and compare the outcomes of two similar projects, implemented in India and Tanzania to address coastal vulnerability and improve women empowerment. We will use Multidimensional Poverty Index (MPI) and Women Empowerment Index (WEI) to measure the program impact. The econometric approach will be DID and PSM for MPI and only PSM for WEI by taking the beneficiary households as treatment and two types of control households, non-beneficiary households from project villages and households from non-project villages. Baseline data from the executing NGOs, govt and survey data will be used. Villages from Krishna district in India and Kingamboni district in Tanzania will be studied.  The study will highlight the efficacy of external finance on poverty and gender equality, and will find out if the current coastal adaptation policies are adequate? The results can help developing countries learn from each other.
