This thesis consists of three self-contained chapters on issues related to spillover effects of behavioral and policy interventions aimed at reducing negative incentives provided by consumption and production subsidies, and discusses the implications for environmental policy design. The first two chapters investigate spillover effects of a behavioral intervention aimed at incentivizing residential water savings in Colombia.

Community-based drinking water organizations (CBDWOs) are the most important providers of water in rural areas of the developing world. They are responsible for coping with future threats due to climate change, besides other non-climatic drivers of change such as demographic growth. The inherent capacities of CBDWOs to adapt to external drivers of change would be greatly conditioned by their capacities to initiate and catalyze collective processes.

The increasing block tariff (IBT) is among the most widely used tariffs by water utilities, particularly in developing countries. This is in part due to the perception that the IBT can effectively target subsidies to low-income households. Combining data on households’ socioeconomic status and metered water use, this paper examines the distributional incidence of subsidies delivered through the water tariff in Nairobi, Kenya.
