Abstract

In this paper, we estimate the dynamics in the public support for carbon pricing. To this end, we use two surveys conducted among the same sample before and after Germany’s implementation of a carbon price in 2021. Using fixed-effects estimation, we show that public support has remained constant over time, but experiencing high energy costs leads to a significantly lower support. Regarding

revenue use, we detect that green spending has become less popular after the introduction of the carbon price. Moreover, we find that the introduction of a carbon tax has not crowed-out the support for other environmental policies. From a policy-making perspective, it is thus crucial to gather enough support before the implementation of environmental policies as support is likely to remain afterwards.
