Senior Gender Equality and Inclusive Development Specialist

Position Description

EnCompass LLC is seeking a seeking a Senior Gender Equality and Inclusive Development Specialist to join our Gender Equity and Inclusive Practices (GE&IP) team. The Senior Gender and Inclusive Development Specialist manages and provides technical assistance to assigned task orders and contracts related to gender equality and inclusive development and provides day-to-day management and oversight for assigned projects. The incumbent provides technical analysis, design and implementation, client engagement, and management of small multi-cultural teams for headquarters and/or in-country projects. The incumbent contributes technical expertise to new business development and is accountable for quality on-time deliverables and ensuring strong client relationships.

We are looking for an individual with strong management and program implementation experience, experience conducting gender analysis and integrating findings into program implementation, and familiarity with USAID gender analysis and research to support Monitoring Evaluating and Learning Platforms at USAID Missions.

This is a full-time position located at the EnCompass principal office in Silver Spring, Maryland, and follows the EnCompass flexible hybrid work model with split time between telework and the office. This individual may also be expected to work from client sites in the Washington, DC metro area, as needed.

Position Duties and Responsibilities

Essential functions:

Technical:

  • Provides technical oversight to gender and inclusion projects, gender and inclusion analysis and assessments, or other large implementation, capacity strengthening, or research efforts related to advancing gender equity and integration into development programming
  • Collaborates on research reports, protocols (including analysis plans), data collection instruments, consent forms, and evaluation products
  • Provides technical leadership, guidance, and quality control of products and resources, with a focus on standardization, timeliness, technical rigor, effective communication of technical work, and utilization
  • Designs meetings, trainings, and workshops using utilization-focused, appreciative, participatory, adult learning methodologies and approaches
  • Designs and facilitates gender equality and inclusive development trainings, workshops, and other internal and external activities using utilization-focused, appreciative, participatory, learning methodologies and approaches
  • Provides expertise in gender integration and inclusive development to other training, evaluation, or implementation for in-country or U.S. based global programs.
  • Ensures integration of collaborating, learning, and adapting (CLA) principles across all aspects of technical work
  • Adheres to EnCompass gender equality and inclusive development best practices and serves as a model for other staff regarding gender, inclusive development, and inclusive practices
  • Contributes to, develops, and deepens innovative approaches to gender equality and inclusive development and participates actively in the broader technical community

Management:

  • Serves as Technical Lead for designated activities/tasks
  • Contributes to developing and improving project management systems
  • Contributes to project management processes including internal and external project work plans; budget development and monitoring
  • Manages team of EnCompass staff and consultants, including delegating tasks and ensuring timely and quality deliverables
  • May supervise emerging staff
  • Anticipates internal challenges and recommends solutions

Business Development:

  • Serves as technical lead on proposals within area of expertise and provides strategy and technical input to other proposals
  • Participates in new business generation discussions
  • Contributes to the identification of opportunities, long term capture, and bid/no bid decisions within the gender equality and inclusive practices portfolio
  • Contributes to company business development through networking in professional circles
  • Recruits and manages consultants for proposals and contributes to expansion of EnCompass’ global network of consultants

Other:

  • Engage fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass events
  • Other duties as assigned

 

Position Requirements

Qualifications

Academic Qualifications

  • Minimum of a High School diploma and 12 years of experience, or an Associate’s degree and 10 years, or a Bachelor’s degree and 8 years or a Master’s degree and 6 years ; or doctoral degree and 4 years of experience.
  • Degree in international development, social sciences, gender studies, global health, or related field if held.

Experience and Skills

  • Experience working on international development programs with U.S. government agencies, U.N. agencies and/NGOs
  • Experience and skills leading/conducting gender analyses, gender-related research and writing high-quality gender assessment reports
  • Demonstrated ability to manage multiple assignments simultaneously and deliver quality, client-focused results on time and within budget
  • Strong planning, organization, strategic thinking, communications, relationship building, project management, and problem-solving skills
  • Experience directly engaging clients, implementing partners, and other key stakeholders
  • Strong writing and synthesis skills; ability to convert technically complex concepts into plain language and able to communicate to a variety of audiences with a high degree of cultural sensitivity
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Ability to work in a collaborative work environment that utilizes appreciate inquiry, and to model strengths-based approaches for the team
  • Commitment to and experience integrating diversity, equity, inclusion, belonging, and accessibility into technical work and delivery and interactions with others
  • Professionally proficient in oral and written English language skills
  • Strong interpersonal skills and ability to interact with individuals at all levels

 

Strongly Preferred:

  • Experience working with/on USAID projects, including contributing to gender analyses for one or more aspects of USAID’s Program Cycle
  • Minimum of 6 years of experience providing gender equality and inclusive development technical guidance for small to medium international development programs
  • Technical expertise in gender integration with one or more of the following sectors: agriculture/food security; women’s economic empowerment; education; democracy and governance; education; environment; global health; or peace, security, and conflict prevention
  • Professionally proficient in either French or Spanish
  • Experience developing monitoring, evaluation, and learning (MEL) technical designs and data collection tools, managing mixed methods data collection efforts, leading analysis, and preparing high quality reports
  • In-depth understanding of international development processes, actors, and client cultures
  • Active engagement with gender equality and inclusive development networks
  • Proven experience managing and participating in successful teams
  • Flexibility and ability to travel internationally or domestically for varying lengths of time
  • Experience living or working in more than one country

The pay range for this role allows for the wide variety of factors that are considered in making compensation decisions including, but not limited to skill sets, experience and training, certifications, and other business and organizational needs. At EnCompass, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $94,500 to $110,000.
