In lecture 7 Professor Peter Berck, who is S.J. Hall Professor of Agricultural and Resource Economics at the University of California, Berkeley, gives an overview of environmental policy in the US. Berck explains the importance and role the state of California has managed to obtain for affecting the rest of the US environmental policy. He explains how their decisions influence other states.
In part 1 Berck starts his lecture discussing Standards, stating that TBES: Technology Based Effluent Standards are the cornerstone of command and control regulations in the US. Berck discusses the differences between output and input based standards, as well as technology based standards (for example catalytic converters).
Berck goes on and discusses the NEPA: The National Environmental Policy Act, the Endangered Species Act and the Clean Air Act and explains how American law making works in relation to such ”Acts”.
