The Environment for Development (EfD) is a unit at the School of Business, Economics and Law at University of Gothenburg. EfD is a global network of environmental economics research centers primarily based in the Global South. The overall objective of EfD is to support poverty alleviation and sustainable development by building environmental economics’ capacity for policy-making processes. EfD has centers hosted by academic institutions in Central America, Chile, China, Colombia, Ethiopia, Ghana, India, Nigeria, Kenya, South Africa, Tanzania, Uganda, and Vietnam. More information about EfD can be found on the EfD website: www.efdinitiative.org EfD was launched in 2007 by the Environmental Economics Unit at the Department of Economics, University of Gothenburg, Sweden. EfD continues to work in close partnership with the Department of Economics, which has around 100 employees and 800 students. The collaboration is particularly strong with the research groups in environmental, behavioral and development economics. EfD strives for a gender balance team and we encourage female applicants. Job assignments The project has a duration of 18 months and starts 2021-10-01, and will lead to a high-level research agenda on low-carbon transitions with gender equity of the Global South. “Enabling policy environments” is one of the focus areas and includes six deliverables. The project is financed by International Development Research Centre (IDRC). The selected candidate will thus work on these deliverables by identifying knowledge gaps and priority research topics to support low-carbon transitions. The selected candidate will also work closely with EfD’s collaborative programs (especially the Emission Pricing for Development – https://www.efdinitiative.org/emission-pricing-development-epfd) to conduct (in some cases systematic) reviews of policy priorities, decarbonisation instruments, and policy assessment methodologies that will feed into the research agenda.
Tasks include:
- Conduct scoping reviews and inter-disciplinary research, individually and jointly, in the realm of inclusive green transitions, with a focus on gender equality.
- Support the leadership of EPfD in identifying a research agenda for an enabling policy environment for low-carbon transition across countries in the Global South.
Specific tasks include:
- To connect national and regional policy reviews with real-life experiences from the implementation of emission markets/pricing to identify knowledge gaps and facilitate learning between countries. To map actors that are affecting de-carbonization policies (positively and negatively) and identify knowledge gaps and research needs to address actor-specific barriers in implementation.
- To review the environmental and economic distributional impacts of policy instruments intended for the de-carbonization of economies. To support the development of a research agenda for EPfD that develops the design of effective de-carbonization policy instruments.
- To coordinate closely with EfD’s other collaborative programs in the preparation of a high-level research agenda that identifies inter-linkages across sectoral and policy transition potentials, knowledge gaps and challenges, and the research priorities to tackle them.
- To present the results to project partners as well as policymakers and other stakeholders. Hopefully, also be able to present this at international conferences.
- To organize regional workshops for validation of the prepared agendas for policy action and research.
Qualifications
- A PhD in economics, social sciences or related fields.
- A strong profile as an active researcher focusing on climate change policy in the Global South.
- Knowledge of policy frameworks and policy processes and strategies regarding energy transitions in the Global South. Ability to synthesize research and policy information into accessible and succinct briefings.
- Experience in meta-analysis and/or systematic review methodology and protocols.
- Coding skills with relevant statistical software package – R, STATA or Python.
- Excellent knowledge of English as a working language, both written and oral.
Merits for the position
- Analytical skills in, and knowledge of, current research in sustainable development policy frameworks and instruments in context of the Global South.
- Previous work experience from research projects and syntheses of research that deal with inter-linkages between climate, energy, gender, and policy in the Global South.
- Organizational and project management skills, including ability to handle and prioritize multiple tasks and meet deadlines.
- Field experience from the Global South. A solutions-oriented approach to challenges and pro-activity in collaborating with colleagues and partner organizations in a multi-disciplinary and multi-cultural environment for collection of information.
- Active interest in climate or energy policy impact assessment with a gender analysis perspective.
- Knowledge of languages other than English that are relevant to the program (i.e., languages used in EfD countries).
Personal suitability is of importance for the role. For the position, it is important with ability to co-operate within the large project team. You should be able to work independently as well as in a team. Employment The employment is for 17 months with an extent of 100% of full time, with placement at Environment for Development (EfD), the School of Business, Economics and Law at the University of Gothenburg in Sweden. The starting date is, if possible, October 1 or upon agreement.
