The third edition of “Discussions on Environment for Development” is about the new scheme of “pico y placa” for Bogotá

In this third edition of these documents, EfD Senior Researcher Jorge Bonilla and Professor Jorge Tovar from the Department of Economics at Universidad de los Andes analyze the possible effects on congestión and pollution from implementing a variety of the measure “pico y placa” that the local authority seekes to implement. The authors expect that this measure will have environmental and congestion effects opposed to the effects expected by the authority. By the time this document was published the authority in Bogotá decided not to implement this measure.
