David Fuente is PhD candidate in the Department of City and Regional Planning and Program Coordinator at the Water Institute at the University of North Carolina’s (UNC) Gillings School of Global Public Health. He is an applied environmental economist and urban planner whose research focusses on utility management and governance, water pricing and sector reform, infrastructure finance, and utility adaptation to climate extremes. David also leads the Water Institute’s work on water and sanitation policy and co-leads the Institute’s work on adaptation to climate extremes. Prior to UNC, He was the Program Head for Infrastructure and Governance at the Centre for Development Finance (CDF) in India. He has consulted for USAID, FAO, the Global Development Network, and private foundations and conducted fieldwork on infrastructure policy and water sector reform in South Asia, the Middle East, and East Africa. He is also an associate with EfD-Kenya.
